25th July 2023
Dear Trevor,
Wymondham Neighbourhood Plan – notice of decision under Regulation 20 of the Neighbourhood Planning (General) Regulations 2012
Following the referendum held on 8th June 2023, which resulted in an 85% vote in favour to
‘make’ the Wymondham Neighbourhood Plan, and in accordance with the Neighbourhood
Planning (General) Regulations 2012, South Norfolk Council has decided to make (adopt) the
Wymondham Neighbourhood Plan, following its meeting on 24th July 2023.
The Neighbourhood Plan forms part of the Development Plan for South Norfolk and it will be
used in the determination of planning applications in the neighbourhood area. I have enclosed a
copy of the local planning authority Decision Statement with this letter.
A copy of the Plan will shortly be available to view on our website at:
www.southnorfolkandbroadland.gov.uk/neighbourhood-plans.
Copies of these documents will also be made available at Wymondham Library. I would also be
very grateful if you could arrange for a copy of the made Neighbourhood Plan and the Decision
Statement to be made available on the Town Council website.
If you have any queries regarding this process, please contact me using the details at the head
of this letter.
Yours sincerely,
Richard Squires
Wymondham Neighbourhood Plan – Final Decision Statement
The decision:
Following a referendum on 8 th June 2023, in which more than half of those who voted did so in favour of the Neighbourhood Plan, South Norfolk Council has decided to ‘make’ the Wymondham Neighbourhood Plan part of the Development Plan for the District. This decision was taken by South Norfolk Council on 24th July 2023.
Reasons for the decision:
In accordance with the Neighbourhood Planning (General) Regulations 2012, South Norfolk Council appointed an independent examiner in November 2022 to assess the submitted Wymondham Neighbourhood Plan.
The examiner conducted his examination based on written evidence and concluded that, subject to certain modifications, the Plan meets the basic conditions and that it should proceed to a referendum in Wymondham.
South Norfolk Council considered the recommendations of the examiner and agreed with his proposed modifications to the Neighbourhood Plan.
The Neighbourhood Plan proceeded to a referendum, which took place on 8th June 2023. The result of the referendum was as follows:
Question in referendum | Number voting ‘Yes’ | Number voting ‘No’ |
Do you want South Norfolk Council to use the Neighbourhood Plan for Wymondham to help them decide planning applications in the neighbourhood area? |
1,558 |
272
|
If a referendum results in more than half of those voting doing so in favour of the proposal then the local planning authority must make the Neighbourhood Plan as soon as reasonably practical, unless it considers that this would breach or be incompatible with any EU obligation or any of the Convention Rights (within the meaning of the Human Rights Act 1998).
Wymondham Neighbourhood Plan now forms part of the statutory development plan for South Norfolk.
A copy of the plan is available to view on our website at: www.southnorfolkandbroadland.gov.uk/neighbourhood-plans. Copies of these documents will also be made available at Wymondham Library, Back Ln, Wymondham, NR18 0QB (open Mon-Fri 10:00- 19:00.; Sat 10:00-16:00)
